Biographical Information

Jennifer Wintrode Shuler is Of Counsel with Hand Arendall Harrison Sale. Her practice is focused on Local Government and Land Use and Environmental Law. Ms. Shuler currently serves as the County Attorney for Liberty County and School Board Attorney for Liberty County. Ms. Shuler also represents many other Firm local governmental clients, as well as private individuals with government, regulatory, land use and real estate development issues.

Ms. Shuler is Florida Bar Board Certified in City, County, Local Government Law and has been a local government attorney for over twenty years, working in both the private and public sector. Ms. Shuler began her legal career in her home state of Michigan working for a private law firm that represents villages, towns, and cities in the greater Detroit area. Upon moving to Florida, Ms. Shuler continued her local government work while representing the City of Mary Esther. Ms. Shuler next spent 4 years practicing with Warner & Wintrode, P.A. handling insurance litigation for insurers such as Florida Association of Counties Trust, Preferred Governmental Insurance Trust and the Florida Sheriff’s Insurance Fund in defense of local government clients all over the Florida Panhandle. In 2012, Ms. Shuler joined the Bay County Attorney’s office, where she served as the Deputy Assistant County Attorney for nine years.

Throughout her legal career in Florida, Ms. Shuler has provided numerous Ethics, Public Records Act and Sunshine Law presentations to local government Boards, Councils and Commissions. In addition, she has provided ethics training to the Emerald Coast Section of the American Planning Association and presented continuing legal education to the Florida Association of County Attorneys entitled, “HIPAA Training for EMS Providers.”

Ms. Shuler earned her Juris Doctorate from Santa Clara School of Law and her Bachelor of Arts from the University of California: Santa Cruz.

Ms. Shuler is a member of The Florida Bar, The Michigan Bar, and the Federal Bar of the Northern District of Florida. Ms. Shuler has volunteered for many years with Legal Services of Northwest Florida and in 2018, she was honored to receive the Florida Bar President’s Pro Bono Service Award in a Florida Supreme Court ceremony.
